Yesterday, North Carolina Governor Pat McCrory signed HB 972 which regulates access to police body camera videos. The bill allows law enforcement agencies to keep footage from the public, unless ordered by a court to release it. Despite McCrory’s statement that his support of the bill is to “promote transparency” opponents say it will do the opposite. The bill takes effect Oct. 1, just in advance of the November election.
29 other states and D.C. have laws addressing police camera recordings. North Carolina joins at least five other states that exempt the videos from public records requests.
