Hurricane Matthew has bought major damage to areas of NC and has claimed 14 lives in the state, including one man who died after a shooting Monday night involving a North Carolina Highway Patrol officer and 2 deputies during the high water situation.

President Barack Obama declared a state of emergency in North Carolina on Monday this makes federal funding available to affected individuals in 10 counties hit by the storm.

Water levels are still rising and during a morning conference, Gov. Pat McCrory said that 1,500 people were left stranded in Lumberton after water from the Lumber River inundated parts of the city.  Boats and helicopters are being used for rescues. Governor McCrory said some people are being hoisted from their rooftops.
