The group wants the U.S. Department of Education’s Office of Civil Rights to investigate the State Board of Education, the State Department of Public Instruction and the Office of Charter Schools.

The lawsuit says the board’s policy discriminates against black, Latino and handicapped students and students who speak limited English in charter schools.
