Tropical Storm Harvey Comes Back In Louisiana

Harvey first made landfall as a category 4 hurricane in Texas and is now returning to land as a tropical storm in Louisiana.
Although the storm has weakened it’s still estimated to bring winds of 45 mph and substantial amounts of rain to Louisiana and then Arkansas, Tennessee and parts of Missouri.
