President Obama will be joined at the White House Thursday morning by people who have benefited from his signature health care law. The President is expected to highlight a provision in the Affordable Care Act that has given refunds to 8.5 million Americans. Under the law, insurance companies are required to spend between 80 and 85 percent of premiums on medical care. If they don’t, they have to refund customers. Here in North Carolina, more than 192,000 people received refunds last year averaging $87.
