Pay raises for employees, no lay-offs, and no property tax increase; those are some of the highlights from Raleigh’s proposed budget for 2013-14.
Monday, City Manager Russell Allen presented a preview of the budget to Raleigh’s City Council. Allen stressed the budget is still a work in progress, but said he intends to balance the books without raising property taxes.
