The man suspected of discharging a gun outside a west Raleigh police substation last month is out of the hospital and in police custody at the Wake County jail. Police charged 25 year old Justin Lamar Thomas with assault with a deadly weapon, second-degree kidnapping, going armed to the terror of the public and discharging a firearm in the city limits. As you may remember Thomas fired his weapon Sept. 30 outside the Raleigh Police Department substation and was later shot by police after a lengthy stand off.
